Daoism stresses harmony with nature. Problems and conflicts crop in when governments try to 'civilize' society. The best form of civilizing is staying in sync with nature. If taboos and strict rules are imposed on society, it leads to a never-ending attempt to maintain peace and harmony not only with nature but with different groups in the community. This leads to people getting poorer because the government ends up getting a major chunk as taxes from the people. The best form of governing is to avoid excess,extravagance and arrogance. The rules should be based on time-tested traditions that lead to guidance without causing any serious harm, it should me able to enlighten but not overwhelm. Governing should involve compassion, frugality and and resistance against grabbing power. This way of least amount of interference will lead to order being maintained in society.
