As a Confucian, I would feel bound by virtue to approach my father respectfully about his transgression. I could encourage him to do the right thing, but ultimately, the decision rests with him. As his child I must remain in my role of respectful deference. Should my father not heed my advice, I would not try to force my will.

I am a Mohist, and even though I know that I must remain impartial and act in the interest of all people, I feel obligated to point out that there does exist the slimmest possibility that my father has done the right thing. After all, the government is obligated to provide for the well-being of all people. Should the government have engaged in wasteful spending of public funds at the expense of the people, my father may have been justified. For instance, if funds went to purchase lutes, flutes, and thunderous drums while the local widow and her 19 children were starving, I would fully support my father's grand larceny.

Having written all of that, I do of course realize that my father has probably broken the law to serve no interest other than his own. I will inform the proper authorities at once.
