    American businesses hit by cyberattacks, and stolen intellectual property lose billions of dollars in research and revenue as well as thousands of U.S. jobs every year. Some estimates put losses from intellectual property espionage at about a trillion dollars a year, but not all businesses are aware that they are being hacked. This of course is nothing new, but the tactic that the U.S. government is employing to solve this problem is new. Knowing that public humiliation is something that is unacceptable to the Chinese, is a reason why the U.S. government recently decided to publicly name and shame China. It is a new tactic born of frustration and desperation. Until recently, U.S. officials have been pressuring China behind the scenes to no avail. Attacks have continued unabated, so without any obvious recourse a counter-intelligence report released last month directly accused China of hacking into the computer systems of American businesses. This new U.S. tactic of accusing China publicly will raise awareness of the business espionage issue, but I can’t imagine the harm it with will do to American- Chinese relations.
