Japan and the push for a new war memorial

An article published this past Monday by "The Strait Times" reports that two of Japan's top daily newspapers, the "Asahi Shimbun" and "Yomiuri Shimbun" strongly advocate to the Japanese government to consider constructing a non-religious war memorial that would "complement" the current war memorial the "Yasukuni Shrine" which honors 2.5 million Japanese war casualities including 14 top war criminals. It is the inclusion of these Class-A war criminals that have caused so much controversy and distress over the existence and visitation to the current war memorial.

I would personally love to see the Japanese government erect another war memorial, at the same time I am an incredibly biased foreignor. For the government to construct a complementary memorial would be a huge international statement regarding the already ever-present challenging issue of Japan's acknowledgement or lack of over the war crimes committed during WWII. This article is yet another reminder that it seems that the war crimes committed by Japan especially the debates over the Nanjing Massacres will endlessly haunt Japanese politics and society by pressures nationally and internationally.

Also, it doesn't help the situation when the premier, Mr Koizumi, insists on visiting the "Yasukuni Shrine" despite the warnings of SIX former premiers to Koizumi to "exercise self restraint." Everytime he visits the Shrine is cause for national outcries from both China and South Korea.

Japan has the equivalent of an unknown-soldier memorial, close to the central government offices in Kasumigaseki, but one never hears about the prime minister paying even a public visit to that spot. There may not be any strong pressure groups that are interested in that monument....

I understand that when PM Koizumi visited the Yasukuni Shrine he signed his name as prime minister and wore a frock coat, yet says he visited the shrine as a private citizen. Is there an error in what I've written, or is this blatant hypocrisy that even politicians are generally incapable of?
