If my father broke the deliberately and I knew about it, as a Taoist this is what I would do.....
I feel that the government already meddles too much so I would leave the descision to turn himself in up to my father. The Tao says:
Because the rulers interfere too much.
Therefore they (the people) are rebellious. (75).
I would encourage my father to search his soul by focusing on the Tao. As the Tao teaches:
Empty yourself of everything.
Let the mind become still.
Return to the source of stillness,
which is the way of nature.
Knowing constancy, the mind is open.
With an open mind, you will be
openhearted.
Being openhearted, you will act
royally.
Being royal, you will attain the divine.
Being divine, you will be at one with
the Tao. (16)
The Tao also teaches:
Surrender yourself humbly; then you
can be trusted to care for all things.
Love the world as your own self; then
you can truly care for all things. (13)
If my father really is a man of virtue, he will know what he needs to do. as the Tao explains:
A man of Virtue performs his part,
But a man without Virtue requires
others to fulfill their obligations.
The Tao of heaven is impartial.
It stays with good men all the time. (79)
As a Taoist, I realize that:
Mercy brings victory in battle and
strength in defense.
It is the means by which heaven saves
and guards. (67)
Ultimately, I understand that:
I take no action and people are
reformed.
I enjoy peace and people become
honest.
I do nothing and people become rich.
I have no desires and peole return to
the good and simple life. (57)
