This is a late reply from our last meeting; I've wanted to add it but I've been terribly busy. The tax policy Qin Shi Huang instituted to control the wealthy by dividing land holdings was debatbly good. In a much more meniachal plan, the Dawes Act of the U.S. government was utilized to break the political influence and treaty obligation to Native Americans. There is too much involved to go into detail here but if you are unfamiliar with the act and have an opportunity check out the Dawes Act and compare it to Win Shi Huang's tax policy. In summary the Dawes Act was responsible for the loss of Native land claims, the institution of blood quantum policies, thus the lapse of treaty obligations.
