    On November 15 the LA Times reported that the status quo has not been altered now that new leaders with bland personalities with strong traditional ties to the Chinese Communist Party. Little in the way of innovation is expected of the new leaders Xi Jinping, teh new president, and Li Keqiang the new premier. Susan Shirk of the UC San Diego 21st Century China program points out that the Communist Parties in Vietnam and even the former Soviet Union had more intra party democracy than the People's Republic of China. The point to be taken is that the party structure remains rigid and not willing to experiment with innovation or major changes in policy.
